Foreign Office, April 8, 1907. I HAVE received your despatch No. 38 of the 22nd January last, inclosing copies of correspondence relating to the right of British subjects to establish places of business inside the city of Changsha.

I approve the notes which you addressed to Prince Ch'ing on the 27th October and the 10th December making representations as to the attitude of the Hunan authorities in the matter.
